Areal Flood Watch
Statement as of 9:32 PM EDT on August 21, 2008

... Flood Watch remains in effect through late Friday night...

The Flood Watch continues for

* a portion of northeast Florida... including the following
areas... Alachua... Baker... Bradford... Clay... Columbia... Duval...
Flagler... Gilchrist... Hamilton... Marion... Nassau... Putnam... St
Johns... Suwannee and Union.

* Through late Friday night

* Tropical Storm Fay is slowly advancing inland over the east
central Florida coast. The storm is forecast to track west
northwest through Friday toward the Florida Panhandle Gulf
Coast. As Fay tracks across the local forecast area... rainfall
potential will increase as rain bands increase in coverage and
spread farther inland. As a result... a Flood Watch remains in
effect for all of northeast Florida.

* The highest rainfall amounts... both preceding and directly
associated with Fay... will favor eastern sections of the area.
Based on the current forecast track... eastern sections of
northeast Florida could receive 8 to 12 inches... with locally
higher amounts possible. Farther inland amounts may vary from
5 to 10 inches. If Fay slows even further... then higher
amounts can be expected. There is also increasing concern for
the weekend as a residual inflow band could set up somewhere
in the forecast area and produce additional rainfall over
already rain soaked grounds. Should this occur... the Flood
Watch would need to be extended further.

The St. Marys River..Black Creek and the sante fe river at Fort
White have flood warnings currently in effect. Excessive rainfall
accumulations will exacerbate river flooding across the local area... and
local interests near these river basins should closely monitor
river levels.

A Flood Watch means there is a potential for flooding based on
current forecasts.

You should monitor later forecasts and be alert for possible
flood warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.

Wind Advisory
Statement as of 9:38 PM EDT on August 21, 2008

... Wind Advisory remains in effect until 4 PM EDT Friday...

A Wind Advisory remains in effect until 4 PM EDT Friday.

The combination of Tropical Storm Fay over east central Florida
and strengthening high pressure north of the area will bring windy
conditions to portions of inland northeast Florida. Sustained winds
of 25 to 35 mph with gusts up to 45 mph are possible in the advisory
area.

A Wind Advisory is issued when sustained winds of 25 to 39 mph
are expected for at least an hour... with gusts of 40 to 57 mph or
greater at any time.

Minor damage to trees... power lines... and property are possible
with wind of this magnitude. Motorists in high profiles vehicles
are advised to use caution until the wind subsides.

Strong winds can topple trees... blow weakened roofs off houses...
and down power lines. Take precautions to secure trash cans...
lawn furniture... and any other loose outdoor objects.

Persons in the advisory area should keep abreast of the latest
weather.

Hurricane Statement
Statement as of 11:43 PM EDT on August 21, 2008

... New information...
Fay has begun a very slow westward motion... which should continue
through Friday. Bands of heavy rain and gusty winds will continue
over the area tonight. A Flood Warning has been issued for the St.
Marys River at Macclenny where moderate flooding is forecast.

... Areas affected...
this statement recommends actions to be taken by persons in
Baker... Union... Bradford... Alachua and Marion counties in North
Florida.

... Watches/warnings...
please listen to NOAA Weather Radio or go to weather.Gov on the
internet for more information about these additional hazards.

Flood Watch.
Flood Warning for the St Marys River at Macclenny.

... Precautionary/preparedness actions...
residents should prepare for heavy rainfall which may cause
flooding. Please heed the advise of local emergency management
officials.

... Winds...
30 to 40 mph winds with higher gusts can be expected within the
rain bands of Fay tonight. A Wind Advisory is in effect.

... Inland flooding...
through Friday... rainfall amounts could potentially reach 6 to 10
inches with locally higher amounts. If you experienced flooding
during the heavy rainfall events of late September and early
October of last year you may experience flooding once again. Those
in normally flood prone areas should take precautions for flooding
as soon as possible.

This amount of rain can produce flooding of roads... especially
those with poor drainage. Known intersections with very poor
drainage may have water levels up to 3 feet. Other poor drainage
areas will have water rises of 1 foot. If approaching a flooded
roadway... turn around don't drown.

... Tornadoes...
isolated tornadoes will be possible through Friday afternoon.

... Next update...
this statement will be updated around 530 am.
