Statement as of 12:23 am CST on February 11, 2012

Wind chill values will be in the 15 to 25 below zero range by
sunrise. These values will cause frostbite on exposed skin in 20
to 30 minutes. If you must go out this morning... dress in layers
of loose fitting clothes... wear a hat and gloves or mittens... and
cover your face. Keep pets inside.

... Wind and subzero temperatures will result in low wind chills...

* winds of 10 mph... along with temperatures of 13 to 18 below
   will result in wind chills of 25 to 35 below north and west of
   the Iron Range late tonight and early Saturday. These areas
   include the Rainy River valley... the Chippewa National
   Forest... and areas along the Canadian border.

* Exposed flesh will freeze in 20 to 30 minutes with these
   temperatures and wind chills. Dress carefully and warmly if you
   will be outside for any length of time... to prevent frostbite
   or hypothermia.
