Statement as of 4:30 am CST on February 11, 2012

Wind chill values will be in the 10 to 20 below zero range
through mid-morning. These values will cause frostbite on exposed
skin in 20 to 30 minutes. If you must go out this morning... dress
in layers of loose fitting clothes... wear a hat and gloves or
mittens... and cover your face. Keep pets inside.

... Wind and subzero temperatures will result in low wind chills...

* winds of 10 to 15 mph... along with temperatures of 12 to 17
   below will result in wind chills of 30 to 35 below from the
   Brainerd and Cass lakes area through the Iron Range to the
   Minnesota arrowhead late tonight and early Saturday.

* Exposed flesh will freeze in 20 to 30 minutes with these
   temperatures and wind chills. Dress carefully and warmly if you
   will be oudside for any length of time... to prevent frostbite
   or hypothermia.
