... Wind and subzero temperatures will result in low wind chills...

* winds of 10 to 15 mph... along with temperatures of 7 to 13
   below will result in wind chills of 25 to 30 below throughout
   the upper Saint Croix valley... the Duluth and Superior area and
   across northwest Wisconsin late tonight and early Saturday.

* Exposed flesh will freeze in as little as 30 minutes with these
   temperatures and wind chills. Dress carefully and warmly if you
   will be oudside for any length of time... to prevent frostbite
   or hypothermia.
